Shared Space:
8.11 While we consider CIHT and DPTAC’s recommendations and how to take them

Through traffic drives along South Road and goes down Parsonage Crescent as a short-cut to access Walkley Bank Road rather than going down to the turn opposite The Florist.
On an evening peak this is done by about 1/3 of all the outbound traffic on South Road (220 out of 670 motor vehicles per hour). In the evening peak cycle traffic is almost exclusively outbound, with 87% using this route from South Road and down Parsonage Crescent.
Stopping motor access to the top of Parsonage Crescent would remove traffic from this narrow residential street and also create a safe and convenient way for people cycling to access South Road up from the Rivelin direction without needing to cycle up Walkley Road, crossing the difficult turn at The Florist, which has heavy traffic and no protected space.
As with all routing of motor traffic away from a route of maximum convenience it should show some level of traffic evaporation from the area. The current pedestrian crossing on this arm could be removed as no motor traffic would have to be crossed.

The nominated cycle route to avoid the University roundabout goes down Weston St and under the underpass. Entry and exit to this underpass is obstructed by metal barriers.
These make the route inconvenient for all people using bikes, and impossible to access for some recumbent, cargo bike, trailer or multi-wheeled disabled cycle users.

It can take vehicles more than 8 minutes to travel the 600m of Barnsley Road between Earl Marshall Road and Orphanage Road. See the proposed changes below. Let us know what you think by Friday 13th May 2016.
There will be a new lay-by at the Orphanage Road bus stop (on Barnsley Road) so buses using it don't block the road.
We will widen Barnsley Road and provide right-turn lanes in the middle at the junctions with Scott Road and Firshill Avenue. This will allow traffic to pass by right-turners. Buses will also be able to turn into Scott Road more easily and safely.
We will alter the pedestrian crossing point, speed cushions and bus stops on Scott Road to allow for the Barnsley Road changes. There will be some additional double yellow lines to help traffic there to keep moving.
Some parking would be removed on Scott Road, but our surveys indicate that there will be enough parking between Passhouses Road and Barnsley Road for the number of vehicles that are usually parked.

The off-road cycle path along Penistone Road requires you to cross Rutland Road in two stages with no signalled phase. It is a large multi-lane junction and difficult to determine whether approaching motor traffic is about to turn across your path. It is also especially difficult and dangerous to attempt a dash across a large road between motor traffic phases from a standing start on a bike.
A toucan crossing and realignment to straighten out the current dog-leg between crossing stages would greatly improve safety on the Penistone Road cycle path at this point.

Highcliffe Rd is used as a rat-run between Fulwood and Bents Green/Ecclesall. It's a difficult road for cyclists as it starts off very steeply and is quite narrow, with cars parked on the uphill side. There is an alternative route through the woods - a bridleway that if brought up to standard would provide a very pleasant alternative for cyclists heading to/from Bents Green, with a direct link to NCN6.

City Centre route currently being designed by Sheffield Council, supposed to be STEP funded.
This is the info we have so far:
Portobello – Leopold
Current provision does not offer a consistent high quality route To create a high quality Dutch style cycle route between City Centre and University This will form part of the City Centre cycle network.
To create cycle street i.e. a street where cyclists have priority and motor vehicles are 'guests'. This to follow line of existing (westerly) cycle route on Portobello St.
Issues to be looked at/Initial thoughts
Crossing Mappin St – bicycle priority, may require temporary protection until motorists get accustomed to the idea
Crossing Rockingham Street – to be determined refer to CROW standards
Trippet Lane –point closure opposing one-way for motorised vehicles west of Bailey Street, allows access to businesses unloading etc. and parking remains on eastern side of closure (between Bailey Lane and Leopold Street)
Portobello St
• Remove contra flow cycle lane
• No road closure to enable access for emergency vehicles if necessary
• 2 Disabled Parking spaces to remain
• Access to University car park from Orange St remains the same.
Access to existing small businesses to remain the same
Bailey Street existing “no right turn” into Broad Lane to be removed

The council are "considering ways to further ease congestion, reduce journey times and improve road safety in the area. "
Initial plans were scrapped as they deemed too expensive.
They were planning to part fund the scheme with £350,000 of Sustainable Transport Exemplar Program money which is supposed to be spent on cycling links and other sustainable transport links.

The cycle route that runs past Electric Works has been blocked by big white wooden sheets, it looks like this is for development of some kind.
There is a parallel route (perhaps the official one?) on the footway (shared unsegregated) on Sheaf Street, but it's far too narrow to be acceptable for a cycle route to the train station.
A temporary bark chipping path from the obstruction down to Sheaf Street, but it's not suitable for cycling on.

Road layout changes to Spital Hill. These changes were identified as potentially dangerous by Sheffield Council Cycle Audit, however, they are still going ahead.
CycleSheffield response to changes:
Commenting on the specifics of this design, which leaves the road fundamentally unsafe for cyclists, might be seen to condone it, so we will refrain. The minor changes represent no significant improvement for cyclists (existing or potential).
In summary: Spital Hill is the natural major cycle route connecting the Burngreave and Pitsmoor to the city centre. There is no convenient alternative.
Again this is an extremely busy road, with a complex junction. During rush hour, having to compete for lane spaces with 10 ton busses and numerous taxi cabs which will be switching lanes, is unpleasant and risky, and will in itself discourage inexperienced cyclists to start cycle commuting. In addition the proposed lane layouts are confusing to both motorists and cyclists which will lead to unpredictable road behaviour which is a further grave risk to cyclists in the traffic stream.
Both the traffic volumes and complexity of the junction make it unreasonable to expect people to share them for cycling.
The width of the streets (both Savile Street and A6135/Spital Hill) have ample room for the Council to provide protected space for cycling. It is disappointing that Sheffield City Council has not taken the opportunity to utilise this space to allow people in Sheffield to cycle safely and confidently in this area.

We were told that there wasn't enough money to provide good cycle facilities as part of the Grey to Green scheme.
The council is now planning to use £225,000 of Sustainable Transport Exemplar Program (STEP) money to part fund the scheme.
STEP money is supposed to be for '‘improving cycling links and other sustainable transport links across the area’.

This has been put back until 16/17 due to a delay with a funding bid.

A new link road is being constructed in Tinsley. It is unclear exactly what the design is or how cycling will be catered for.

A junction redesign for the junctions of Rutland Road/Cooks Wood Road and Rutland Road/Pitsmoor Road.
The design is very bad, with only ASLs for cycling and multi lane roads which require people to cycle in the outside lane for some movements.

Cycle lanes along Queens Road were removed when it was resurfaced.

Raised to the council, the lanes were added back in after resurfacing, but the council had specified that they were to be removed, so they burnt them off.

Cycling down the hill from the Showroom and turn right onto Harmer Lane, frequently get busses pulling right out of Harmer Lane onto Pond St and nearly colliding.
Having asked a driver why he pulled out and he said that it was a blind spot and he wouldn't have been able to see a car.

Weston Street is an advisory cycle route and should link up with the University of Sheffield concourse. However, it does not and you currently have to cross 3 lanes of traffic. The road is often very busy. There should be a toucan crossing instead of the pedestrian crossing, a short off road cycle path across the large grass verge could link the crossing to Weston Street.

Castle Street cycle lane is a contraflow cycle lane on a one way street in Sheffield. It has been here since March 1997 and allows cyclists enter the city centre from the network of cycle paths on the East, avoiding some big arterial routes with no cycling provision.
For the past 15 years this cycle lane has been plagued by Hackney Carriage drivers parking illegally on this cycle lane, blocking cyclists access and forcing them into oncoming traffic. This has been the case for over a decade.
There is a taxi rank on the pavement side of the cycle lane, taxis often fill up this rank and overflow, parking in the cycle lane, blocking the way for cyclists.

Brook Hill roundabout is a major barrier for cyclists in West Sheffield. The traffic is fast and as it is a three-lane spiral roundabout with the exit roads (except Bolsover St) having two lanes there is a lot of lane-switching by motorists. This makes the risk of a collision very high, and for less experienced cyclists it is simply a no-go area.
Many of the buildings adjacent to the roundabout belong to the University, and have been built up to the curtilage, so there is no space to expand the pavements and make them shared use.
One alternative for cyclists coming from the Walkley/Crookes area via Bolsover St is to use Tower Court, but this area can be very congested when the University is in session, with several thousand students using the Arts Tower and Library.
The council has signed an alternative route via Weston St and the Netherthorpe Rd tram subway, but this involves a drop in height of about 100 metres and subsequent climb up again, plus the negotiation of access barriers in the subway, so is not really sensible.
Meanwhile on Upper Hanover Way, a cycle crossing was severed when the tramway was installed, although cyclists still use the crossing. A proposed alternative crossing is stalled as it is too expensive.
What can be done about this knotty problem?

Any cyclist using this cycle lane is at risk from vehicles using the narrow main carriageway as they move into the cycle lane to make it around the corner.

The Virgin Gym trade entrance is being used by drivers as a shortcut.
POSSIBLE Cycle Route Between Lowedges Rd/Chesterfield Rd + Bradway Fire Station Sheffield S8........using existing 8ft wide pavements by upgrading to "shared use".........This could connect to the new cycling "on + off " road routes being developed in the Meadowhead School area
The junction at the top of West Street is dangerous because it is difficult for anyone travelling from Glossop Road onto West Street to cross the lines at a right angle. There is no signage warning of this, although I have seen such signs in other UK cities with trams.
One cyclist I know suffered a badly damaged shoulder which needed a metal plate to repair it, and resulted in long term discomfort, loss of mobility and strength.
I revisited the spot yesterday and found that of the 4 lines I could get some kind of angle on 3, but that left me 'between the lines' going down West St with no way to escape. Much to the chagrin of the Ford Transit driver following me!

There have been a number of accidents here where the tram lines curve across Sheffield Road to the Birley Moor tram stop. The rails cannot be crossed at right angles.
There is loads of open space around here where off road cycle paths could be installed.

There is a bike rack outside Leopold Square. But it was full when I arrived there at 3pm on Thursday 6 Sept 2012. So I locked my bike to the railings outside the Aagrah Restaurant on Leopold Square. When I came back to it (after a lovely afternoon tea in the Leopold Hotel) someone had locked another bike to it. After frantic asking around everyone I could see in the square (embarrassing!), I found that the manager of Aagrah had done it. He was most unpleasant about it, saying (I believe correctly) that it is private property and that I could not park a bike there. There was no notice anywhere requesting bike users not to do so.
I gather that the issue has been taken up with the management - so if whomever did this on my behalf would like to comment, I'd be grateful.
